All Employees will be given written notice of their tentative assignments, programs, and buildings, for the upcoming year no later than June 1. If changes in such assignments are made, the affected Employees shall be promptly notified in writing.

Ba Min Salary — Base hourly salary rate $19.50 per hour for 2023-2024
The base hourly salary rate for each contract year shall be: $19.50 per hour for 2023-2024, $20.00 per hour for 2024-2025 and $20.50 for 2025-2026.

Base Salary Increase Yr1 — Mileage reimbursement at current I.R.S. rate for employee-authorized private automobile use within 200-mile radius of Morton Grove
The current I.R.S. rate shall be allowed any employee who is authorized to drive his/her private automobile on school business within a radius of two hundred (200) miles from Morton Grove. Beyond two hundred (200) miles, reimbursement shall be the same as that charged for airline or railroad passage if such passage is less expensive.

For the purposes of this section, immediate family shall include parents, spouse, domestic partner, brothers, sisters, children, grandparents, grandchildren, parents-in-law, brothers-in-law, sisters-in-law, nieces, nephews, step parents, step children, legal guardians, and an employee's partner in a civil union recognized under Illinois law.

The regular Educator work year will be one hundred eighty-one (181) days. The Board shall adopt an annual school calendar consisting of one hundred seventy-six (176) student attendance days (inclusive of parent-teacher conferences), four (4) full-day institute days, one (1) planning day and five (5) emergency days.

Eighty-five percent (85%) of single and dependent/family membership shall be paid by the NTDSE toward dental insurance coverage for all full-time employees.

Disciplinary Procedures Educators Licensed — Educators licensed under Article 21 not suspended without pay without just cause
Educators who are licensed under Article 21 of the School Code, shall not be suspended without pay without just cause. P.T.s, O.T.s, Instructional Coaches, Music Therapists and Educators who are not licensed under Article 21 of the School Code may not be dismissed or suspended without pay without just cause after having completed four (4) consecutive years of full-time employment.

Evaluation Cycle Years — Support staff evaluated at least annually in first two years, then at least once every two years
Support staff shall be formally observed and evaluated by a qualified NTDSE administrator at least annually in each of their first two (2) years of employment. Thereafter, formal evaluations shall be conducted at least once every two (2) years.
Grievance
Grievance Steps — Informal Step, Step 1 (supervisor), Step 2 (Executive Director)
The grievant shall file his grievance in writing with his/her immediate NTDSE supervisor within fifteen (15) school days. If a satisfactory agreement is not reached at Step 1, the grievant may appeal to the Executive Director or his/her designee in writing within fifteen (15) school days.

Health Family Premium — NTDSE pays 75% of dependent/family hospital and major medical insurance premiums
Seventy-five percent (75%) of single and dependent/family membership shall be paid by the NTDSE toward hospital and major medical insurance coverage premiums for all full-time employees.

Health Single Premium — Insurance coverage for retired support staff until age 60 with 20+ years of full-time service; NTDSE pays premium in full
Insurance coverage, the premium to be paid in full by the NTDSE until the retiree is eligible for Medicare, is extended to all bargaining unit members who retire from the Niles Township District for Special Education (NTDSE) after reaching age sixty (60), providing the bargaining unit member has been a full-time Support Staff member of the NTDSE for at least twenty (20) years.

Employees who elect not to take any hospital and major medical insurance under any NTDSE plan or HMO, for themselves or for their dependents or families, will receive an additional Five Hundred Dollars ($500.00) each school year to be paid in s lump-sum in May.

Employees shall report immediately in writing to the NTDSE Executive Director all instances of physical attacks or accidents resulting in serious personal injury suffered by them in connection with their employment and all relevant facts pertaining to the incident.

Material Placement In File — Material placed in file must be signed, dated, and copy given to employee before placement
Any material placed in the file shall be signed and dated, and a copy shall be given to the employee or placed in the employee's mailbox before it is placed in the personnel file. During the summer, no document of a derogatory nature shall be placed in an employee's personnel file until a copy is first sent to the employee.

Unused money in the pool at the end of a school year will be rolled over to the next school year up to a maximum of sixty thousand dollars ($60,000.00) at any time.

Each employee shall have access, for examination purposes, to all of the material in his/her personnel file, with the exception of any evaluative or reference information received by NTDSE prior to the employee's first employment day with the district.

Newly hired Support Staff shall be subject to a probationary period of one hundred seventy-eight (178) work days during which they are subject to discipline or discharge without recourse to the grievance procedure described in Article IV of this Agreement.

From the Educators' compensation will be deducted a contribution in satisfaction of the amount of the Educator's required contribution to the Teachers' Retirement System or the Illinois Municipal Retirement Fund.

This Agreement will have five (5) classes as described below. Class placement in the base salary chart as set forth below for Educators will be based on degrees and credits earned.

All Educators will be paid their annual salary in twenty-six (26) installments, and all other employees will be paid their salary in twenty-one (21) installments. Checks shall be issued every other Friday.

The regular workday for an Educator assigned to satellite locations shall conform to the hours in effect at that school, but in no event will be less than seven (7) hours and thirty (30) minutes. Educators whose regular workday at a satellite location is greater than seven (7) hours and thirty (30) minutes will be compensated at the curriculum writing rate.

Should any article, section or clause of this Agreement be declared illegal by a court of competent jurisdiction, then that article, section or clause shall be deleted from this Agreement to the extent that it violates the law.

If an Employee has exhausted his or her sick leave, the Executive Director may grant an unpaid leave of absence in the event that an Employee is ill and has produced evidence in form of a doctor's note verifying that the Employee was ill and unable to attend to work.

Step Increase — New hire pay rate may be set at $0.25 per hour greater than base rate for up to 5 years experience
The Executive Director may in her or his discretion set a new hire's pay rate at $0.25 per hour greater than the base rate for each year of relevant prior experience, up to a maximum of five years of experience

Trs Tier — Educators eligible for post-retirement stipend must retire when first becoming eligible under TRS or IMRF rules and regulations
Educators must provide written notice of intent to retire by December 15th of the school year before last year of employment and must retire when first becoming eligible to do so under TRS or IMRF rules and regulations.

Tuition Pool Annual — Annual tuition reimbursement pool of $35,000.00
Each year the NTDSE shall provide a pool of thirty-five thousand dollars ($35,000.00) to reimburse tuition and text book costs in accordance with B.1, 2 and 3 above.

Unused money in the pool at the end of a school year will be rolled over to the next school year up to a maximum of forty-five thousand dollars ($45,000.00) at any time.
