If the General Assembly or federal funding structure revises the current statutory structure for school funding, and said revision results in a decrease in the aggregate revenues (federal, state and local sources combined), within the District's Education Fund of more than seven percent (7%) then the District shall not be required to pay for any percentage wage increase.
